01' Prius keyless entry problems

My 01' Prius remote stopped working a little while ago. I got a new battery and that didn't fix the problem. Thinking the remote was broken I ordered a new one on ebay with instructions but when trying to add the remote into the system it responds with 2 lock/unlocks indicating an error not the 1 lock/unlock which would indicate being in the ADD state. I'm thinking maybe my remote receiver could be bad not the remotes themselves. Anybody have any ideas or know where the location of the receiver is?
