9C1 box Caprice brake dust deflectors?

I heard the 9C1 cars had some plastic pieces that direct air to your front brakes for cooling and to cut down on brake dust. I also heard they bolt right on and even the civi cars have the holes for them. Is this true? Where do they bolt to?

Those are unique to the whale cars, specifically the 94-96 cars I believe.

They also channel dirt and water onto your brakes and contribute to wandering at speed.
