ford taurus code 1518

I have a 96 taurus with the DOHC v6 3.0. I have a code 1518 intake manifold runner stuck open. The car is up for inspection(ny)and it has to pass emmisions. The check engine light was up and I cleared the code and it has stayed off, but the code is still stored according to my actron scanner. I worked as a mechanic in many dealers about 20 years ago, so I can find my way around a car. I need to get the car to pass inspection can it be accomplished with this problem or is this part of the emmisions check.
I found the acuator on the front valve cover, I raced the moter but the cable didn't move so I am assuming the acuator might be bad. Also when I was moving the linkage, one of the plastic clips that hold the linkage on broke and I need to get a new one.
This car is used just to get back and forth to the train station and I really don't want to put a pile of money into it.
