'95 Lumina No Dash Lights

The lights behind my gauges and on my temperature controls have died. I still have all my warning lights and I can still dim the lights on my window/lock switches and the radio. I need to know if it's just a fuse or if I need to replace the gauge cluster.

There is a separate fuse for the instrument cluster/HVAC control lights, so it's a good chance it's a fuse.
