Dash Painted?

I just recently bought a used 03 "burb" and one of the things I noticed about it was that the dash assembly is pealing. The interior is toupe. From where the dash is pealing I see black.

Now I didn't think that GM painted there dash assembly but there it is. The thing that confuses me is that the person I bought the "burb" from is the original owner and has all the dealer service records. Even shows where he took the vehical back in to have the warranty fix or replace the pealing dash, which was denied.

Has anyone had this same problem or seen anything like this?
