Check the fuse they both are on a 20 amp labled wiper. If not check for a short in the power supply. It goes from the main fuse on a black wire to the ignition switch, leaves the switch on a red/lightgreen wire that connects to a black/red wire. That wire runs to the IP/Fuse Panel to the wiper fuse then comes off as a black wire which then splits into three black wires, one to the wiper motor, one to the wiper switch, and one to the blower motor relay. The problems in there somewhere. If the fuse was OK and I had to make a guess i'd bet the ignition switch is bad.
