Lightbulb 1998 Silverado swap/timing chain.

I have a '98 2WD Silverado with a 5-speed and a 4.3L. This truck is terribly gutless. The last time I had it on a diagnostic computer it was showing the timing as being -14 degrees. I'm not certain but that seems a bit unrealistic for this truck to be that far out and still run and drive okay. I am thinking about putting in a new timing chain since that would be the only way to get my timing back where it is supposed to be. Any info? I'm sure there's got to be someone here who knows more details than I do. My mileage isn't the best in the world and I do hear detonation, but everyone I know who has owned one of these or worked on them say th esame thing, "That's normal with that motor."

I am considering swapping the V6 with a 350 Vortec. Anyone have any input about that swap and what it will demand as far as electronics? Am I crazy for even considering it?
