Tow/Haul Switch

The owners manual says very little about the tow/haul button on the end of the shifter handle. Mine seems to work fine below 55 MPH, but above that pressing the button does nothing. I recently sold a Dodge pickup and it had the same feature and it worked at any speed. Is this feature on my tahoe limited above a certain speed or RPM? I bought it to tow, but the RPM above 60 is still a little low for pulling 5000 pounds.
