intermittent start 98 SL2

New starter & solenoid installed
Starts most of the time
Occasionally no clicks or turnover no matter what the weather
Lights in radio dim slightly but not in instruments when key turned
My Hayes manual shows a relay in the starting system and Saturn
Techs say there is one in the fuse box under the hood, but no
relay is there.
