Bravada won't stop

Have a 1997 bravada with 194,000 when I put the car in Park and turn the key to off the engine does not stop running. I have to put the trans in gear, the engine stops and apply the parking brake. If I put the trans in Park the dash lights up and the fuel pump cycles. I replaced the ignition switch thinking that it was screwed up. It worked perfectly on the couple of times I tried, shut off with car in Park. Once I completed reasembling the dash, it was malfunctioning again. Is there a Park cut off/lock out that is malfunctioning? Help

Two things I'd check are; 1) the two wire plastic 1/2" cube (blk & Yel) that twists into the top of the key cylinder, and 2) the junction block where the end of the harness plugs and screws the three separate connectors together.
Also check to make sure the Ignition switch module block is mounted properly. If one of the bolts holding it is missing, the box could turn, and the key tumblers won't make proper contact.

There's also the key "off" solenoid just behind the key cylinder that actuates as you turn the engine off, to release the key in the off position. That plastic block is towards the dash behind the key, and has a green and black wire. This shouldn't effect the engine turning on or off though, just key removal.

I see there is a Neutral Safety switch if this goes bad could the engine not stop in Park but stop in neutral? Any experience with the Safety switch going bad?
