caravan ac 1998

the clutch on the ac compressor will noy engage. i have checked the charge on the low side ( 25 psl at 65 degrees ), the fuse is good and the relay is also good. my problem is no power at the plug on the compressor. any suggestions.????

ps i can jumpper the clutch and it will engage.

25 psi at 65 F is to me a bit low, I would recharge her to between 32 psi and 34 psi and see if that helps.
