The first thing I would check is whether the a/c is still working. If enough of the refrigerant leaks out for the low-pressure cutoff switch to open, the compressor will stop running - and I think the fan will also stop. I know that with our 92 Escort, whose a.c. system doesnt work anymore, the fan only comes on from the engine coolant getting hot enough - as reported to the PCM by one of the sensors on the pipe running from the thermostat housing back toward the firewall. You can see if the a.c. compressor is running; shine a light down to see if the clutch end plate will be spinning.
If the a.c. compressor still comes on but the fan doesnt, you could unplug the connector to the fan, and measure across the terminals to see if you get 12 volts any 2 of them. If so it probably means the fan is bad. If not you would have to check the circuits supplying the fan relays. On the 92 there are a low speed and a high speed fan relay. They are are tucked into a pocket below and behind the air filter housing, against the inner fender panel. To reach them I had to remove the air filter housing - and to remove that I had to undo the mass air flow sensor connector. Which means the car wont run for further testing. On ours there is also a couple of related fuses and a fan relay inside the fuse/relay box next to the battery. If you find a bad fuse, there is probably a reason it went 'open', so replacing the fuse may only cause it to blow-out again. The fan blades should turn easily with a finger-tip. If they are stiff or if the blades hang up on something as they turn - its time to remove the fan for replacement or fault finding.
