My 99 Oldsmobile Intrigue turn signals only blink when the car is in the on position,not while it is running

thats simple....turn your car off to use your signal....problem solved!.....actually that sounds like a short in your ignition. Looks like something a dealer would have to replace. Pain in the a$$

What happens when you use the turn signal while the car is running? Does it blink really fast? When the car is running, is the amber light even on? is it both turn signals or just one?
