Top of rear strut Loose

Anyone else seen this? on a 2004 sebring sedan it looks like the rubber isolaters thats supposed to be sandwiched between the two washers at the top of the mount have rotted away. We kept hearing a clunking noise and upon further inspection I found the passenger side rubber was gone. A lot of white powdery residue around the mount and you can move the top of the strut around by hand. The drivers side is still tight but looks like its well on its way to going. I saw something similar mentioned about convertables but this is a sedan. Its very hard for me to believe this is normal wear an tear on a 3 year old car.
