'03 VW Beetle Convert. top won't close.

My wife put the top on her '03 New Beetle down this morning, and it won't close this evening. No reason or clues why. She says the small flaps near the rear windows DO move in preparation for the top closure, but then nothing happens.
I haven't looked at the car yet(still at work), but would appreciate any suggestions.
