Hello Ford people, i am here asking this question for a friend, he's got an 03 mustang, and today ALL the electrical fuctions have gone out as if the car had no battery. whats strange is the speedometer is stuck all the way at 120 and the rpm gauge is stuck at 4K. we tested the new battery and its putting out 12 volts as it should, we checked the fuses too, but everything is still dead. im thinking maybe a bad ground somewhere...

Follow the wires from the battery to the fuse box. Someplace in that wire will be a wire that looks bigger. If that wire is wrinkled, test both ends with a voltmeter. When the fuseable link melts the insulation wrinkles.
