Red face 99 Sportage Tranny

Problem i'm having is tranny will shift fine 1st to 2nd but 2nd to 3rd won't shift until car hits a certain temp( first mark on temp gauge).

This is somewhat normal. The temp sensor out near the top engine hose inlet mounted on the motor has 2 or 3 sensors. One of the sensors tells the transmission not to shift to high gear until the engine reaches a certin temperature is reached. Your sensor has probably gone out of ranger and is defective not allowing the signal to go to the transmission soon enough.

would this be the sensor thats on the hose inlet neck thats goes into the timing cover???

As you are looking at the front of the motor, the sensor that controls that function is the one on the drivers side of the t-stat housing, the one on the passengers side controls the temperature gauge in the instrument cluster.
