93 Diesel 7.3 WONT START AT ALL

hi i emailed about the water pump but i fixed that

now after doing that truck wont start, it turns over and i guess melted the starter wire so we fixed that turn over more but it drains batterys fast but truck wont start boosting it wont help and spraying Starter fluid in the intake i know usually gets a knockiing sound in the engine, but it isnt doing that either, cuz usually starter fluid get it working

so whats wrong with engine that it cant even start on starter fluid in the intake? all it does is turn over

it was running before i took the water pump off now when i re assembled it nothing runs

hi i was able to get fuel filter off and i checked disconnected the rail before fuel filter so i get pressure there hoping its filter as i get little fuel on the return line to the tank but havent disconnected the pipe on other side of fuel filter as its too aquired, now i curious if its the high presure pump the distrubtor the relay on it is it replaceable or how does that work
if it is the problem
