Cigar Lighter/Power Plug. What is this hole?
On my 97 Continental in the passengers center arm rest there is what appears to be a cigar light/12v power plug. When I put a cigar lighter into it, nothing happens. Maybe the fuse is blown, but I don't know which fuse I should look at. The hole is in such an akward place I can't really get a good look at it.

Don't know about your Continental, have a look at your owners manual....
On the Town Car, there's a 12v outlet at the front passenger side toward the center hump. These are not Cig lighter outlets, just 12v outlets. A Cig lighter socket has a spring metal + base that holds the lighter head like a claw until it heats enough and bends the claw open, pop goes the lighter. The 12v outlets do not have the 'claw' + base. Try a 12v accessory like a Inverter, Air pump, or something like that.
