passing emissions with hollow cat

whats the chances of my 95 3.0 4runner passing emissions if i have hollowed out my cat.... everything is still hooked up but just nothing in the cat.

my cat would be glowing red hot by just going around the block.... meaning that my cat is clogged so i dont think it was doing much to begin with
