Onboard computer problems

2001 Passat Wagon 1.8T, 90,100miles. The multi function onboard computer will only allow one display change for each start of the engine. I can scroll one position up or down but not through all available views at once. Example, if I want to change from instant MPG to avg. MPG, I must turn off the engine and then restart it before I can scroll from instant to average MPG. Also, the reset button on the wiper stalk has no effect. Could this be a problem in the wiper stalk or is it possibly something else?
