My car never 'warms up'!

It seems odd to whine about how my car runs too cold, but it does. The idle stays above 1500 rpm for a very long time (at least 5 miles of local driving), and the temperature gauge doesn't begin rise until at least 8 miles.

Another odditie - Even when I let the engine sit and warm up, the temperature will drop once I begin driving!

What could be causing this? Also, even if the engine is 'cold' (and i've been driving for a while), should I still be gentle with it?
