I got 2 questions about subs.

By asking these questions I bet you can tell I am just learning all of this.

How can I tell which of these subs is better? I know one costs more but what should I look for in a sub?

Also how can I figure out what amp would work best for a sub or set of subs? Do I look at ohms or watts or rms?

Better, is relative to the user. It really depends on what you want out of it. The first thing I woudl do, is consider what brand I am buying. These days, specs can be decieving.

Those woofers are designed differently, and are made to emphasize on different things. Personally, I'd might go with the JL out of those 2. Even though they are lower line Jl's. Thos paticular models of punch, I have heard nothing succesfull about them. The JL might sound better but the punch may get louder.

On a set of woofers, or woofer, you do want to pay attention to RMS watts, NOT peak. Though, even that does not mean everything. You also want to be concious about the impedance (ohms). You want the ohm load to match the amp you will be using, or, in some way, an application that will suit your needs. IE You have a 1 ohms stable amp, get a 1 ohm sub. Or, 2- 2ohms subs and run them in a parrallel configuration.

the w3 can get loud off of low watts they where jl's attempt into spl. so my money is on w3 plus they will sound better.

JL in this one the. I havent heard any thing good about the RF punch series. guess they would work good for some people but like PS3 said they get loud with little wattage.

Don't ever look at cars as just imports or domestics. Just because a car is made in a certain country doesn't mean that it is anything like another car from that country. An example of this is Mitsubishi reliability, just because they are Japanese doesn't mean that they are as reliable as a Honda or Toyota.
