Headlamp problem

I have a 1997 villager and the left headlamp doesn't turn on. I have swapped the fuses and relays between the left and right sides. I have changed the headlamp bulb. The flash to pass circuit position works on the turn signal lever, but the high beam circuit doesn't work. The vehicle does not have an auto headlamp feature or daytime running lights. Does anyone have any ideas that I can try next?

Get a can of electronic contact cleaner and try spraying contacts of the signal/dimmer lever on the steering wheel. Worked on my 94.
