94 Blower motor not working

Can anyone help with some info? My 94 Deville blower motor is not working. All fuses are good. How can I check the motor? (12volts from the battery on the terminals?) Also marked on the housing it is marked "cut here to remove motor" how far do I cut? Along the molded lines on the housing?
