The "hole thingy" as you call it, is the manual sunroof crank, the "fake rear veiw mirror thing" is a small sunvisor to block the sun out over the mirror. Atleast i think that is what all that stuff is

As someone said. the cover is for the manual sunroof closure. There's a tool in your spare to pop it off and close the sunroof incase the motor burns out with it open.

The little visor thing came on 92-95 Civic (at least it did on my 1993 Civic Ex).
