Key in-start, nothing. Security light stays on

I put my key in, turned it to start. Nothing happened. I know to look at the "Security" light. It was on and stayed on. I waited a few minutes for it to go off. When it went off, I could start the car up.

I had a problem (Put resistor from radio shack) when the security light flashed.

Now I'm having the problem with the light staying on. What is the difference when it stays on?
