Need power steering help

Just replaced the rack in my 2000 zx2 and it feels like it has manual steering... I bleed the system and while up on the jackstands it turns nice and smooth but when it on the ground it feels like manual steering.

Any ideas ???

I don't remember if there interchangeable, but are the lines backwards? Otherwise pump failure if the obdvious checks out. I did that on my Celica.
