Please Help!!!!!!!

I have a 2001 Suburban and the remote did not work when I got it, so I tried to program it by holding the unlock and tuning it on, off, on, off I am getting no response from the remote, so I checked the remote and it was bad. I got a new one with matching numbers, tried to program it and nothing. Took the burb to the dealer they hooked a scanner and said it was communicating but couldn't program. Next solution put a new receiver in, Still Nothing!! I am going crazy, and I can't find anyone to help. how do I know where to go next? Is there another way to figure out what is going on?
