98 Trooper uneven front tire wear, vibration above 30 mph.

I am looking at a another trooper. The seller is asking $2900 for the 98 trooper 133K miles with minor hail damage, banged up exterior wheel well trim (normal wear an tear for some drivers). Stereo missing, has the changer, power mirrors are messed up, sun roof works. The abs light is on. Could have a sensor issue related to emissions components, check engine has been reset many times and it has been worked on recently.

A worn out/damaged left side cv axle was replaced yesterday.
This cv could have been damaged by the problem and not its cause I do not know.

The tire has flat scrub spots on the outer lugs of the front tires cut at a 15 to 30 degree angle from the leading side of the lug to the training side of the lug. The steepest angle at the outer edge, the lower angle is about 1.5 inches inward from the outer edge.

The vibration does not change from changes in the road surface.

Thought that the wear pattern meant something to other Isuzu trooper owners.

I have another 99 Trooper (106K) with BFG all terrains. The wear is excellent and even with over 15K miles on them.

I did not know if it could be related to the Lower arms or arm shafts or bushings or alignment.

Any Suggestions

Looks like a combination of two.

Heel/Toe on the outside of the tires and feathering.

This is on the outside edge of both front tires.

The vehicle has mild all season tires, not a major brand.

Then one has the severe vibration that can be felt through the drivers side floor pan and less but still felt in the rear seat area.
