Catera dome light

Just bought this car for cheap before reserching...wondered why the guy who sold it was so happy..any how anyone have any ideas on why the dome lights and pwr mirrors don't work? Have checked fuses and bulbs but ?
Also, as soon as the title comes back from registering It will be for sale agian..hasn't left my garage after reading this web site...
