97 achieva 3.1L, PCV valve making noise

There's a sound coming from my pcv valve that sounds similar to a wire shorting out. When I feel the pcv hose, it feels like an irregular flow going through it. However, when I shake the pcv valve, it does still rattle like it should.

Does this sound like a problem, I don't think it should be making that noise?

Any help is appreciated.

they do rattle when the car is running.

Its not a bad idea to replace it once a year.
