Question 1997 convertable with starting/power problems

I am helping out a friend who is having a problem. It's a 1997 convertable with a 2.5 that will not start. When you turn the key to the start position the only lights that comes on is the brake light, mileage and what gear it is in. I was told the battery and starter were just replaced .

Update: The car is running I had a bad fuse under the hood. Just thought I would let everyone know what I found.

Not quite the headbanger...maybe the scratch on the head... why did the 20a fuse blow? This circuit is to the starter, fuel, and ignition circuit. Before I rip all circuits apart with my ohm meter. Anyone know why this will continuously blow when you turn key to the full start??? Yes, I get lights on the dash but once I go to full start, :oof:: 20a fuse gone...Does this point to the starter, or the ignition system failure such as.. a ground under the dash or somewhere to the fusebox in the engine compartment area? alot of tite area to cover...
