Make sure the coolant is full, then check for vacuum leaks. Sucking air where they shouldn't will force a high idle, without a CEL in OBD-I cars. Make sure the throttle plate linkage is landing on the idle stop screw when idling...a dirty throttle plate can sometimes hang up and not fully close due to deposits.
Check for vacuum hoses that may have split or fallen off, spray around all of them and the intake manifold with some water or WD-40 and the idle will react if it sucks it into the leak, and points you to the right area...
