1997 Civic EX clutch engages starter

I have a very unique problem in that when I depress the clutch this engages the starter. Some of the gauges go haywire too. The clutch goes in and the starter grinds for a short time and then spins freely until the clutch is released then the starter stops.

There is no obvious connection between the clutch and the starter except for the clutch safety switch. Does anyone have any suggestions for this very strange problem?

I would start by checking the alignment of the starter making sure it is tightened properly .Because it may be sticking to the flywheel and not fully returning to the rest position inside of the starter .also have you had any repairs done lately like new clutch or anything of the sort and how many miles on the vehicle
