Unhappy 1996 Taurus Ignition Actuator Rod

I have been pulling my hair out trying to get to the ignition actuator rod in my 1996 Taurus. I have pulled the steering wheel, ignition switch and lock cylinder and can see the end of the actuator rod on each end, but cannot get it to come out. I am guessing it have something to do with the gears interlocked with the teeth on the actuator rod. The old rod lost the metal pin that attaches to the bottom section. I took the two screws that go into each side of the metal cast section of the steering column and have about an inch of room to see where the two pieces join, but the area is not big enough to get the old rod out, not to mention it is hung on the gears or what not. It would slide out the back (that backs to the steering wheel) if I could get it to come loose. How do I get the old one out and the new on in? Do I have to remove the plastic ring and spring around where the steering wheel bolt goes in? You can tell I am not a mechanic with all my technical jargon, right?[]

It does have tilt steering if that matters in the tear down.

PLEASE HELP!!!!!
