98 contour se problem

i will be driving my car and it has a hessitation problem it just dosent want to go and when i come to a stop or idiling my car will buck back and forth real bad and rev up like its not getting any gas and if i turn my car off then right back on it seams fine please help me with this problem

get the air intake cleaned out cost about $200. and it's a 50/50 chance
but ford company told me after it gave print out that it would cost $1000
just to find and not fix problems b/c so many things came up
I had an old race car driver do it and it has worked thus far....good luck!
