blower motor wont turn off

i have a jeep grand cherokee (1995, 5.2 liter) my blower motor wont turn off whenever i turn my car off, or when i turn it off from the dash console. whats wrong with it, is it the resistor? i can only turn it off by taking out the blower motor fuse. i need help please let me know? thanks

does it do it on all speeds or just high because the resistor is inline for all speeds except high thats direct so it could make a difference if it only does it on high you have a short in the high side of the circuit if it is all speeds you probably need a switch and if it all speeds but high you have a short on the resistor block side of the circuit.
