'98 just flat died one day

I’ve got a ’98 Blazer that just died as I was coming off a stop sign, it didn’t sputter or cough or anything it just plain stopped running. All the rest of the electrical system seemed to be normal (as in dash lights, radio, ect.) I towed it home and it has good spark, 60 psi fuel pressure, and it has compression. The scan tool showed a code B1038 which I can’t seem to find in my Helm service manual or online anywhere.
The scan tool shows rpm while cranking it over, also, so the crank triggering signal must be working?
I don’t have a real good way to check to see if the injectors are powering up, but I checked the wiring at the injector plug with an LED test light and it shows power to the fused (pink) wires, and it blinks as I crank it on the other wires so it might have some current going to the injectors, but it may not have enough current to open the injectors. (I can’t remember if I used to be able to hear the injectors clicking on this or not before, I don’t think I can hear them now)
Another thing I got curious and tried since it had spark was I sprayed a little bit of gas down the throttle blade to see if I could get a sputter or something and it didn’t do anything. (that’s what prompted me to check for compression)
Anyone have any ideas?

That's all good, but you really should have more like 63 PSIG standing fuel pressure before cranking in a CPFI system.

I'll re-check the fuel pressure, would that 3 psi be enough to make it stop running? Is there any fuel pressure adjustment anywhere on this, or do I have to replace the pump?
