93 sunbird harmonic balancer HELP!

The harmonic balancer was wobbling. We went in and lined up the pulleys, and tightened up the center bolt.

It seemed to be lined up ok, so I took it for a test drive. It drove ok at first, no its back to being off again. It's pulled itself towards the engine again.

Could this be a bad bolt, or something else. I dont want to replace something unless I know its bad.

Any suggestions would be greatly appreciated.
Thanks Julie

We finally did get the harmonic balancer replaced, and now the pulleys are not lining up. When we took everything off, we put it all in a container, and put it back the same way it was taking off. Now the air belt is not lining up.

I was told that there should be a spacer type thing behind the timing gear, which was also replaced, but we did not have one. I am unable to find one for sale. I did find a diagram online, but this place doesnt sell them.
Any suggestions would be greatly appreciated.

Thanks, Julie
