k well i found out why i had water in my cylinder and i fixed the problem, and it cranked over and started up just fine but i was wondering when i get the timing to about 8 degree's before TDC and then i take the RPM's up should my timing advance to a little more than 16 degree's? or is that too much ?

Sounds all right. 8 degrees before TDC under vacuum operation should go up to about 16 when the centrifugal kicks in. Lend an ear for detonation. If it starts pinging back off the timing til it doesn't do it anymore.
