How to program keyless entry?

Bought a wrecked HHR to rebuild for my son to drive. The key that was in it doesn't have the + on it but will open the door and turn the ignition but will not turn the engine over. I am getting fire to the plugs and the fuel pump is coming on. I can jump the starter relay and get it to start and run as long as I pour gas into the throttle body. I had a key made with the + sign on it and I know the program prochedure but I can't figure out how to program the new key without a good key to start the engine with first. Anyone know how to program this new key and get the vehicle to start???
