cooling fan not working 97 cav 2.2

have 97 cavalier 2.2. replaced cooling fan, coolant temp sensor, fuse and relay. fan still not working unless i jump the terminals at relay or ground wire from pcm to relay. doesnt turn on from ac switch either but ac clutch not turning on either. temp gauge will get between half almost to 3/4(shut off there to prevent damage) and fan still not coming on.

how high should gauge get before fan turns on?
