fuel rail inlet hose

After reconnecting fuel inlet on the fuel rail of my Chevy 2001 Malibu, gas started shooting out. Does anyone know why the fuel rail won't seat tightly in the rail even though the flare nut is tight? I am still getting play in the line when the nut is tight. When I pulled the line out, it was very hard to get out of the rail. I didn't see any gasket or o rings between the rail, the line and the flare nut. If there is supposed to be an o ring, where does it set on the line? Would this cause the loose fit? Any help would be appreciated-my wife is tired of holding the floodlight while I try to figure this out.

My 94 had an "0" ring, did you also cross thread the nut. It should start by hand easily and screw in most of the way by hand.
