94 Caprice Acts Sluggish

I Have A 94 Caprice When I Start The Car Up Its Slugish But Once I Get Going It Rides Real Smooth.but When I Come To A Stop It Gets Slugish Once Again Like It Needs Air. I Changed The O2 Sensors But That Still Didnt Help Any Advice.thanks

Any error codes?

Is the air filter clean? Fuel pressure adequate? Any misfire? Compression good?
