No power to move 92 metro

I just picked up a 1992 geo metro, it has been sitting since 1999 it is in need of brakes and that is not a problem, the problem that I ran in to is that after a new battery I got it started and had it running and changed the oil and tried to drive it and it had no power once it was in gear, here is a dumb question I after witting for over seven year ther is very little gas in it, would a tank of fresh gas and a can of seafoam clean her up and get her running right again? is there anything else I should do to get the car running strong again.

Yes fresh gas would help.

Is it possible its trying to take off in 2nd?

I will try the fresh gas and why would it want to start off in 2nd? today I found that I have a cable that runs from the tranny into the firewall and its not the shift linkage, I called the dealer and they told me that is sounds like the range select lever cable? what is the purpose and the use of this.

I ask that because ive had one and got rid of it because half the time it took off in second gear, wich means a kid on a skateboard could outrun me for the first half block.
