92 olds 88 wont turn over

having grief with a 1992 olds 88. It acts as if the battery is dead. I had this happen once about two yrs ago and i sprayed some wd40 in the ignition and it was fine. the battery is fine, all the dash lights come on but when you turn it to start position it acts as if it is dead. I went under the car and crossed the starter and it will start right up until i remove the screwdriver and then it dies right away. is that the chip in the key? i had a new key made but no difference. how hard is it to replace cylinder if that is the problem and the car is old, can i bypass this some way? the resistance on the key read 1.12 ohms. thanks
