No Crank on '92 Corolla

Maybe somebody has run across this before? A friend has this '92 Corolla that has a no start condition. He has lost all gauge lights, blower, windshield wiper, radio power. Also the car won't crank. All fuses are good, and we replaced the ignition switch but to no avail.

Has anybody come across this before? It seems to me that a fusible link or resistor somewhere in this car has failed. Battery terminals are clean and tight and battery is fully charged. I checked all fuses underhood, underdash etc. He is getting 12v. to the ignition switch. When turned to on or run you can hear the starter relay engage. Horns work, Headlights work. Dome light works.

He said the dash lights did start to flicker (brake,alternator) last week.
My experience tells me there has to be a fuse or link or some kind of resistor blown here? I have no Toyota schematic like a shop manual provides and basically trying to come across an owner of a similar car that has had the same problem

If your friend doesn't want to invest in a Hayne's manual, then send him to the library. Many public libraries have shop manuals you can make copies from.

Check fusible links at battery also check the wiring at the battery
make sure all wires are clean and secure
