Unhappy '93 Roadmaster Water Leak

My '93 driver's side rear quarter (the area below the lockable compartment) leaks water when it rains or when I wash the car. There is no drain hole, so it takes a day or so for the water to leak out. Meanwhile, the area is beginning to get rust bubbles. I've seen this on many wagons, Buick, Olds, and Chevrolet. Many of these were not attended to and rusted through.

What have you on this board experienced as the most likely source of this water leak? The other side leaks, but not as badly. The source of the leak is probably common to all years and brands of these wagons, so I'm surprised there were no threads on it.

Mine leaked for years and I never could figure it out. There is a drain hole but you need to be under the car to see it. Just clean it out and make sure it stays open. Now that you see rust starting get some POR 15 NOW and save your quarters.

Thanks for the response. I've looked under the car on both sides and can see no drains for the quarter panel rear pockets. Can you tell me where to look for these? I've noticed many wagons like my '93 ('91-'96) are rusted behind the rear wheels from this problem.
