The TCC is not coming on as commanded, torquecconvertor clutch, could be many things, bad or mis -adjusted stop lite switch, wiring problelm to the tcc solenoid, bad solenoid. These components will need to be checked out, no quick answer here.

hmmm , woulda delayed shifts and a code 39 have any relation. and in delayed shifts i do not mean slipping. the acceleration just seems "Heavier"

Vague description there, but yes the trans could need an overhaul along with a bad convertor.

turned out to be a bad solenoid , of course i declined repair because i heard this is any easy fix. only question... seems like there 2 kinds of solenoids, what one does my 93 regal use?

Easy fix?, the trans side cover must come off, lt axle, the subframe usually has to be dropped, this is not in the lower pan.
